Everyone should have access to armor, not just a few jobs. Its creates an advantage for paid and law enforcement jobs. People who wish to just RDM, Minge, or otherwise will resort to abusing law enforcement. Law enforcement should be able to spawn with the armor but you should be able to buy kevlar from the black market dealer or something.
