While the evidence you have presented shows the player rdming they did not meet the threshold for mass rdming and without witnessing the situation in game I can't issue an attempted mass rdm ban either. However, they will be issued a 1 week ban for repeated rdm. With regards to the other reports there isn't enough evidence shown in the video to issue punishments for metagame or nlr.
