Please describe the staff member's unjust behavior: Breaking rp by not giving me a quick peck on the feet when asked to by the hobo king. This is a totally reasonable request and I'm very sad that during rp my poor rp hobo feet went dry.

Please provide any available evidence to back your claims: Audio didn't record for whatever reason but I was infact asking here.

Though the rule states he must follow you, what is not mentioned is when the order inhibits one's RP experience or can be classified as mingy behavior the order can be ignored. It is very clear from the format of the report as well as intention of the order and reaction that the order did not have to be followed.
