The lack of law and order in the server

Hello.

Over the past 2 days i've noticed the inability of online mods and admins to keep order in the server. Many times I will submit a ticket, get killed 3 times, and still not have my ticket dealt with. The problem with off duty mods not going on duty when there's no other staff online isn't helping the situation. The server has beene out of hand the past 2 days and T-mods galore aren't helping. Please do something about the lawlessness of the server.

Mods are not required to take tickets, we can still rp from time to time. 
the solution to this problem is not as easy as it seems, sometimes people are taking a lot of tickets and it just goes unnoticed, we do try our hardest.

Sits can take a LONG time. Having only 3 admins all occupied with sits makes it difficult to take tickets, especially as those tickets vanish after a while. Hell, most sits take a minimum of 10 minutes. Thus, there's this "lawlessness." 

I feel a decent solution would be for mods to actively coordinate; one takes the big sits, another takes tiny tickets for example. Other than that, there isn't much they can do.
