Hitmen suggestions

Playing hitman seems flawed and boring. A few suggestions for hitmen:

• Raise max hit price. Maybe don't even have a max.
• Let hitmen kidnap their targets so they can scare the shit out of them and then execute them in an area that is more quiet
  • While mostly RP, can have very useful applications like keeping cops from seeing it.
• Just write some code to completely block cops and mayor from being able to place hits, if possible. It's already against the rules but coding this shouldn't be difficult.
  • Same for placing hits against hobos.
• Maybe a suppressed weapon for hitmen?
