Yea for about 1-2 years i was mod then admin on an ICE server in 2016 or so

I like the server and being a mod is fun to help maintain other people's fun 

b2) If you were to get accepted, what do you think would make you a good moderator?

I was an admin for awhile, id follow rules n prob rarely rp and be "off duty"

c1) Define RDM/RDA and describe how players who perform those actions should be punished.

rdm is random deathmatch, killing somebody with no real reason. start with a warn (unless mass rdm)

rda is random arrest, police arresting somebody who didnt break a law, same thing start with a warn

c2) Explain "NLR" and provide examples of instances in which it is violated.

new life rule is kinda like pretending your past life didnt happen, to fail it a cop could return to a pd raid before it was over and try to arrest them, or a guy who got robbed/raided going back to stop the raid

c3) Define "metagame" and provide examples of its occurrence.

not really sure i think its kinda like fail rp or like using ooc chat for rp stuff

Please explain how you would handle each of these situations:
d1) You see a higher up is abusing their powers to the highest severity, how do you react?

warn if possible so its on record or something. then prob tell a different higher up 

d2) During a sit, you see someone outside of the sit Mass RDMing. How do you handle the situation?

depends on what the sit is about i guess, but either jail them until i can get an explanation or ban them if it was like 5 outta nowhere kills like aimbot

d3) Only two other players are online, and they're building in the streets.

ask them nicely to still follow rp rules even if its dead on server

Overall: Your application lacks a bit of detail, and you don't seem to fully know all the general rules and that is leading me to a -1 leaning to a neutral.

Your app is basically a shell. It has words in it, that you can read. It's not that detailed, most of your answers lack substance, you dont know one of the rules that is basically named in the motd. 

Coming to an end, I dont see how you could make a staff member when it seems the app was a bit half assed, and you didnt even bother to learn all the rules before applying
