b1) Why do you want to volunteer for XenoRP?

I've been playing on this server for a while and I would like to help the community and server, I see people getting away with breaking the rules when there's no mods on and I would like to help stop that.

b2) If you were to get accepted, what do you think would make you a good moderator?

I play on this server a lot and i am usually on early in the morning where this isn't as many mods and things get a little more hectic. I also like to help people with there problems and i'm pretty understanding and make sure to hear both sides of the story.
Please provide descriptive answers for the following questions:

c1) Define RDM/RDA and describe how players who perform those actions should be punished.

RDM (Random Death Match) Is when a player tries to or does kill a player with out a valid reason. A person whose is Rdming should be moved from the spot there were rdming and warned and told why they can't do that.

RDA (Random Arrest) Is when a cop arrests a player for no valid reason. They should be brought to a sit and warned if they had been on the server for a while if not I would give them a verbal warning since they would be new to the server.

c2) Explain "NLR" and provide examples of instances in which it is violated.

NLR (New Life Rule) Means you cannot return to the place you died for 2 minutes and you cannot go kill the person who killed you in revenge. If in a raid and the base owner is killed they must wait till the raid is over.

c3) Define "metagame" and provide examples of its occurrence.

Meta gaming is you using something out of your players knowledge an example could be using a program like discord to get a unfair advantage against someone. Another example is using a cars third person to look through walls in to someones base.

Please explain how you would handle each of these situations:
d1) You see a higher up is abusing their powers to the highest severity, how do you react?

Let someone of a higher power know and start recording/ getting evidence of it.

d2) During a sit, you see someone outside of the sit Mass RDMing. How do you handle the situation?

Tell the people in the sit to stay put and quickly jail the person who is RDMing and ban them for two weeks for mass rdm, then return to my sit and continue it

d3) Only two other players are online, and they're building in the streets.

Give them a verbal warning to get off the streets and suggest they become hobos and build on the sidewalk. If they do not remove the props I would remove them myself and give them a warning.

c2 The example you brought up is not correct, no one can come back to a raid they were killed in, they need to wait for it to end

c3 Your second example is more of exploiting rather then Metagame

Overall; You seem okay in game but the small issues within your application are going to make me need to Neutral.
