Disallow self supply

Practically nobody buys from gun dealers since self supply is allowed, and I think it should be disallowed as to give gun dealers more customers and make them an actual viable class

Disallowing it will mean that getting a black market dealer to sell to you would be hard cause no one ever plays as the class even when self supply wasn't allowed

I may be wrong but i believe you can only self supply if no one is on the job. Im sure no mods really pay attention, but yea i think if someone is on the job you have to buy from them, but if no one is then you can self supply.
