i love the server and the comunity i have been active for a while and would like to start helping out

c1) Define RDM/RDA and describe how players who perform those actions should be punished.

RDM: Random death match RDA: random arrest i would jail and warn RDM and i would warn RDA unless it is repetitive 

c2) Explain "NLR" and provide examples of instances in which it is violated

NLR: new life rule. a police raid is going on for money printers and the officers are killed the officers cannot go back to the base with knowledge of those printers they must pretend they know nothing 

c3) Define "metagame" and provide examples of its occurrence.

Metagaming is a term used in role-playing games, which describes a player's use of real-life knowledge concerning the state of the game to determine their character's actions, when said character has no relevant knowledge or awareness under the circumstances.
Please explain how you would handle each of these situations:
d1) You see a higher up is abusing their powers to the highest severity, how do you react?

immediately go on discord and contact another higherup stating the current situation and hopefully it get resolved    

d2) During a sit, you see someone outside of the sit Mass RDMing. How do you handle the situation?

jail them and teleport them to me and continue with my sit if they are being un easy to deal with i will take a break from my sit and ban or mute/gag them 

d3) Only two other players are online, and they're building in the streets.

let them but when more people join i will ask them to switch to hobo or stop

The application is very poor. Looks rushed and uncared for. You also lied about the amount of bans you have, or severely misjudged the amount.

C1 is missing the definitions. C2 is also missing the definitions, and the 120 second timer. C3 you plagiarized from Wikipedia. D2 you'd preferably should go to said person and ban them first before continuing with your sit. D3 you shouldn't allow them to build in the street at all, whether a hobo or not. Even with only two players online.
