Counterarguments: The PD is the mayor's, and the police's, base. Neither of them are allowed to base on their own as they gain nothing from it; they can't own entities. It distracts them from what their role is supposed to do. Police aren't meant to sit in a base, nor sit in the PD; they are meant to be on the street enforcing the laws. The PD serves as a functional hub for them, and adding another would take too much of their time. Allowing police to have protective props in such a small area would make raiding the PD virtually impossible (this isn't a normal base, you can have 10+ defending). We can't do anything about the PD being small without switching maps.
