not on Gmod, but I do have experience moderating discord servers.

b1) Why do you want to volunteer for XenoRP?

i want to make sure that rulebreakers are held accountable and that the server can continue to maintain a fun and friendly community.

b2) If you were to get accepted, what do you think would make you a good moderator?

the fact that I don't just give out punishments over the smallest piece of evidence. i listen to both sides to determine what action is necc

Please provide descriptive answers for the following questions:

c1) Define RDM/RDA and describe how players who perform those actions should be punished.

RDM means Random deathmatch, or killing for no reason. RDA means random arrest, or arresting for no reason. People who commit these things will be punished with a warn, abd if it gets bad enough, a ban.

c2) Explain "NLR" and provide examples of instances in which it is violated.

New life rule, or NLR, is returning to your death point before 3 minutes. For example, say someone gets mugged. the person that mugged them likely bases nearby, so they come back to hunt them down and kill them.

c3) Define "metagame" and provide examples of its occurrence.

Metagame, or game about the game, is any approach to a game that transcends or operates outside of the prescribed rules of the game, uses external factors to affect the game, or goes beyond the supposed limits or environment set by the game.

for example, lets just say you are a mayor and you are around your cops. a busy hitman comes in your general area, and you kill them. you have no knowledge about who his hit is, but you kill anyways. That is metagame.

Please explain how you would handle each of these situations:
d1) You see a higher up is abusing their powers to the highest severity, how do you react?

I would immediately go to the forums and report the higher up for admin abusing.

d2) During a sit, you see someone outside of the sit Mass RDMing. How do you handle the situation?

first, I deal with the sit I'm in. next, after that sit is done, I bring the rulebreaker into a sit and I do what is necessary.

d3) Only two other players are online, and they're building in the streets.

even though only two other people are online, i delete the street props and firmly tell them not to build in the streets or they can get a warn. if the keep building in the streets, I will warn them.

Thoughts and Personal Experiences

I've only seen you a single time before, to my knowledge. You don't seem very active. No personal experiences to speak of because you aren't on the server enough.  At a glance of your steam profile, you don't have a profile picture and it's incredibly sparse-- only 3 people on your friends list, only one group, despite having 5 years of service. That doesn't sit very well with me, though I might just be paranoid.

Errors in Application

Application is generally sloppy and riddled with typos; it could've had a lot more time and effort put into it.

b2) You didn't even finish typing this answer.

c1) Please be more specific regarding repeated offenses.

c2) The NLR timer is 2 minutes (120 seconds), not three minutes. Your example of NLR is also very confusing and seems to be more emblematic of metagaming.

c3) Is plagiarized.

d1) You would collect evidence before reporting, and ideally report to a higher-up than the abuser before the forums.

d2) You would immediately jail the MRDMer and deal with them first, then go back to your current sit.

Pros

You have no warns or bans, at least.

Cons

You're very inactive, don't seem to know the rules very well, and didn't put very much effort or thought into your application.

Conclusion

Between your lack of activity on the server and the discord, the general shoddiness of this application, and your apparent ignorance of the rules themselves, I don't think you'd be a good fit for staff. I'd recommend becoming a lot more active on the server and learning the rules.
